Ukraine Tourist Visa Guide for Indians 2026

The Ukraine tourist visa comes in two main forms — the e-Visa, available online at evisa.mfa.gov.ua for $20 (about ₹1,700) single-entry and processed in as little as 1-3 business days, and the regular Type C visa applied for in person at VFS Global New Delhi for $85 (about ₹7,225). Ukraine's airspace is closed under martial law, so all Indian travellers must enter overland through Poland, Romania, Slovakia, Hungary or Moldova — the e-Visa is the cheapest, fastest route for short trips up to 30 days, while the regular visa covers stays up to 90 days within any 180-day period. This guide covers every route, fee, document and step for Indian citizens.

Ukraine Tourist Visa Key Facts

e-Visa: online at evisa.mfa.gov.ua; Regular visa: VFS Global New Delhi

The e-Visa is one of the cheapest tourist visas in all of Europe — $20 for a single entry, processed in 3 days, with no embassy visit required. The regular Type C visa costs more at $85 but allows stays up to 90 days and multiple entries. Both are dramatically cheaper than Schengen visas at €90, and the e-Visa is the clear winner for any trip under 30 days.

Important: Ukraine's airspace has been closed to civilian aviation since February 2022 under martial law. There are no direct flights from India — all travellers must enter by land through a neighbouring country. The most practical routes are through Poland (fly to Warsaw or Rzeszów, then bus or train to Lviv) and Romania (fly to Bucharest or Suceava, then cross to Chernivtsi or Odesa). You will also need a valid Schengen visa or transit visa for your EU transit country.

Ukraine Tourist Visa Checklist

Before you start your Ukraine visa application, make sure you have these essentials ready:

·        Passport valid for at least 3 months beyond your planned departure from Ukraine, with at least 2 blank pages

·        Two recent passport-size photographs, 35mm x 45mm, white background, matte finish

·        Completed visa application form — online at evisa.mfa.gov.ua (e-Visa) or visa.mfa.gov.ua (regular visa)

·        Travel insurance policy with minimum EUR 30,000 coverage valid for your entire stay, including war-risk cover

·        Confirmed round-trip flight or land travel booking (train/bus) showing entry to and exit from Ukraine

·        Hotel bookings for every night of your stay, or a notarised invitation letter from a host in Ukraine

·        Bank statements for the last 3-6 months, stamped and signed by the bank — internet printouts are not accepted

·        Employment proof — salary slips for the last 3 months, employer NOC letter, or ITR for self-employed applicants

·        Cover letter stating your purpose of visit, travel dates, day-by-day itinerary and ties to India

·        Printed copy of your approved e-Visa (if using the e-Visa route) to present at the land border crossing

The key thing to remember about Ukraine is the insurance requirement — standard travel policies usually exclude war risks, and under martial law you need a policy that explicitly covers war-related incidents. Several Ukrainian insurers and international providers offer this, and it is checked at the border. The second catch is the entry method — no flights, only overland, which means you also need valid transit documentation for your EU layover country.

Important: The e-Visa application window is 3 months to 10 business days before your travel date. Apply too early and it expires before you travel; apply too late and you may not receive it in time. Budget 2-3 weeks before departure to be safe.

Why Ukraine for Indian Tourists?

The most affordable European destination you have never considered. While Indians flock to Paris, Rome and London, Ukraine offers genuine European culture, architecture and food at a fraction of the cost — a full day of sightseeing, meals and transport in Lviv can cost less than a single meal in Western Europe.

Lviv is the crown jewel and the safest major city for visitors. A UNESCO World Heritage Old Town of cobblestone streets, Austro-Hungarian facades, over 200 coffee houses and a cultural energy that rivals Prague or Vienna — all at budget-hostel prices. It is the natural starting point for any India-to-Ukraine trip, sitting right on the Polish border.

Kyiv is a capital that refuses to stop. The golden domes of the Pechersk Lavra, the ancient St. Sophia Cathedral, Maidan Nezalezhnosti and the Andriyivskyy Descent — Kyiv blends thousand-year-old history with a defiant modern spirit. Western and central Kyiv remain accessible and functioning for tourists.

The Carpathian Mountains are Europe's best-kept outdoor secret. Hiking, skiing, Hutsul villages, mountain springs and wooden churches — the Ukrainian Carpathians deliver Alpine scenery at Eastern European prices. Yaremche, Verkhovyna and the Transcarpathian region feel like a different world from the cities.

India and Ukraine share an unexpected medical-education bond — over 18,000 Indian students have studied medicine in Ukrainian universities, meaning Indian restaurants, vegetarian food options and Hindi-speaking locals exist in Kyiv, Odesa and Kharkiv. For Indian travellers, this makes Ukraine more familiar than almost any other Eastern European country.

Who Can Apply?

Indian citizens travelling to Ukraine for tourism, sightseeing, family visits or short business trips can apply for a visa. The core requirement is the same as every visa — a genuine reason to return to India, supported by funds for the trip and a clean passport.

The e-Visa route is the fastest and cheapest option for Indian citizens. Available since its resumption on 19 February 2025, the e-Visa allows single or double entry for up to 30 days, is applied for entirely online, and costs just $20-$30. No embassy visit, no VFS centre, no biometrics.

The regular Type C visa is the better choice for longer stays. Applied for in person at VFS Global New Delhi, it allows stays up to 90 days within any 180-day period with single, double or multiple entry options. It costs $85-$130 and takes 5-10 working days.

Documents Most Tourists Already Have

Getting your Ukraine tourist visa does not require obscure paperwork. Most of what you need is standard for any international trip:

·        Passport — valid for at least 3 months beyond your planned departure, with at least 2 blank pages. The same rule applies to any older passports you hold.

·        Passport photos — Two recent colour photos, 35mm x 45mm, white background, matte finish. The same standard size used for Schengen and most other visa applications.

·        Flight or travel reservation — A confirmed booking with PNR showing entry to and exit from Ukraine. For e-Visa, a land travel booking (bus or train from Poland/Romania) works; for regular visa, a hold reservation is fine.

·        Hotel bookings — Confirmed reservations for every night of your stay, or a notarised invitation letter from your host in Ukraine. Refundable bookings from Booking.com or Agoda are ideal.

·        Bank statements — Last 3-6 months of statements showing consistent salary credits and a stable balance. The minimum recommended is around USD 2,500 (₹2,12,500) maintained throughout the statement period.

·        Travel insurance — Mandatory, with EUR 30,000 minimum medical cover valid for your entire stay. The policy must include war-risk coverage due to martial law — standard travel policies usually exclude this, so check carefully.

·        Employment proof — Salary slips for the last 3 months, ITR for the last 2 years, and an employer NOC on company letterhead with your approved leave dates.

Additional Ukraine Tourist Visa Documents

Cover letter — A brief, honest letter explaining why you are visiting Ukraine, your day-by-day itinerary (which cities, how many nights each, what you plan to see), how the trip is funded, and why you will return to India. Name specific places like Lviv's Rynok Square, Kyiv's Pechersk Lavra or the Carpathian village of Yaremche — generic "touring Europe" letters are the first thing officers flag. All of it can be written in English; no Ukrainian or Russian translation is needed.

If you are visiting family — Include an invitation letter from your host with their Ukrainian residence details, address and contact number, plus proof of your relationship. The letter should be notarised at a Ukrainian notary public or at the Embassy of Ukraine in India if the host is in Ukraine. Indian translations are not accepted for official Ukrainian documents — if a translation is needed, it must be done by a certified Ukrainian translator.

How to Apply for a Ukraine Tourist Visa

The Ukraine visa application has two routes — the e-Visa (online, fastest and cheapest) and the regular visa (in person at VFS Global New Delhi). Here is the compressed step-by-step for both:

1.      Choose your route — e-Visa online if your trip is under 30 days, otherwise the regular Type C visa at VFS Global

2.      For the e-Visa: visit evisa.mfa.gov.ua, create an account, select India as your nationality, and fill in the online application form

3.      Upload your documents digitally — passport scan (JPEG or PDF, max 1 MB), digital photograph, hotel booking or invitation letter, travel insurance, and bank statement

4.      Pay the visa fee online using a credit or debit card — $20 for single-entry e-Visa, $85 for regular single-entry

5.      For the regular visa: fill the form at visa.mfa.gov.ua, print it, gather all originals plus one photocopy set, and book a VFS Global New Delhi appointment

6.      Attend your VFS appointment with all documents — biometrics are taken on-site unless you have recent Schengen biometrics

7.      Collect your approved passport from VFS (regular visa) or download and print your e-Visa PDF, then carry it with your passport to the land border crossing

Expert tip: The e-Visa route is significantly faster and cheaper — $20 processed in 3 days versus $85 processed in 10 working days. For any trip under 30 days, the e-Visa is the obvious choice. Apply no later than 2 weeks before your travel date. For the regular VFS route, there is only one centre in all of India (New Delhi), so plan your appointment early — slots fill 1-2 weeks ahead during peak season.

Common Ukraine Tourist Visa Mistakes

Assuming you can fly directly to Ukraine. Ukraine's airspace is closed under martial law — there are no flights in or out of any Ukrainian airport. Every Indian traveller must enter by land through Poland, Romania, Slovakia, Hungary or Moldova. You will also need a valid visa or transit authorisation for your EU layover country. Factor this transit logistics into your planning from day one.

Buying travel insurance without war-risk cover. Standard travel insurance policies explicitly exclude losses arising from armed conflict, terrorism and war. Under martial law, Ukraine requires insurance that covers war-related risks — this is checked at the border. A standard policy without this rider will not satisfy immigration, and you may be turned back.

Applying for the e-Visa too late or too early. The e-Visa is valid for 6 months from issue but the application window is 3 months to 10 business days before travel. Applying 4 months early means your visa may expire before you depart; applying 5 days early leaves no buffer for delays. The sweet spot is 2-3 weeks before your travel date.

Submitting unstamped bank statements. Internet printouts or app screenshots without the bank's official stamp and signature are a documented rejection reason. Request the stamped statement from your branch at least a week before applying — Ukrainian consular staff and VFS verify the authenticity of financial documents.

Using the wrong visa route for your trip length. The e-Visa allows a maximum stay of 30 days — if your trip is 31 days, you need the regular Type C visa, not the e-Visa. Plan your trip duration before choosing your visa route, because you cannot extend an e-Visa from within Ukraine.

Ignoring the Schengen transit requirement. Since all routes to Ukraine go through EU countries, you will likely need a valid Schengen visa for your transit — even if you are only changing planes in Warsaw or Bucharest. Check the Schengen transit rules for Indian citizens before booking, because a missed transit visa means you cannot reach Ukraine at all.

What Indian Tourists Love About Ukraine

Lviv's coffee culture is the first thing everyone mentions. The city claims to have invented the coffeehouse — whether or not that is true, the 200-plus cafés of Lviv's Old Town serve some of the best espresso in Europe at prices that shock Indian visitors accustomed to European café mark-ups. A cappuccino and a pastry for under ₹300 is normal.

The golden domes of Kyiv stop people in their tracks. The Pechersk Lavra monastery complex, with its caves, churches and bell towers overlooking the Dnieper River, is one of the most spectacular religious sites in Eastern Europe. St. Sophia Cathedral, a UNESCO site with 11th-century mosaics, is equally stunning.

The Carpathian Mountains feel like a different planet. Traditional Hutsul wooden houses, mountain springs, hiking trails through wildflower meadows and the warmth of a mountain estate breakfast — the Ukrainian Carpathians deliver the kind of authentic rural European experience that Western Europe has largely lost to mass tourism.

The food is hearty, cheap and surprisingly familiar. Borscht, varenyky (dumplings), holubtsi (stuffed cabbage) and salo (cured pork fat) are the classics — but Indian travellers will find familiar flavours too, with Indian restaurants in Kyiv, Odesa and Lviv serving proper curries and vegetarian thalis. The Ukrainian love of sour cream and dill gives every dish a comforting richness.

The resilience and hospitality of the people is what stays with you. Despite the war, Ukrainian locals are warm, generous and eager to share their culture. The phrase "Slava Ukraini" (Glory to Ukraine) is everywhere, and the spirit of defiance mixed with genuine kindness makes every interaction memorable.

Travel Tips for Indian Tourists

Currency: Ukraine uses the Ukrainian hryvnia (UAH), at about ₹2.13 per hryvnia (100 UAH is roughly ₹213). Cards are accepted in most restaurants, hotels and shops in Kyiv and Lviv, but carry cash for markets, smaller towns and border-area purchases. ATMs are widely available in cities. Exchange money at official exchange offices (obminnyk) — street exchangers are illegal and risky.

Connectivity: Buy a local SIM card at any Kyiv or Lviv kiosk — Kyivstar, Vodafone Ukraine and lifecell all offer prepaid tourist packages with data for around ₹300-500. WiFi is available in most hotels, cafés and restaurants in major cities. Download offline maps before travelling — Google Maps works well in cities, but coverage thins in the Carpathians and rural areas.

Transport: Ukraine's rail network (Ukrzaliznytsia) is the most reliable way to travel between cities — Intercity+ trains connect Kyiv to Lviv in about 5 hours with air conditioning, WiFi and power outlets. Buy tickets on the UZ app or at railway stations. Within cities, the metro (Kyiv), trams and buses are cheap and efficient. Uber works in Kyiv and Odesa.

Food: Borscht, varenyky, chicken Kyiv, deruny (potato pancakes) and syrnyky (cottage cheese pancakes) are must-tries. Vegetarian options exist but are limited outside major cities — look for mushroom varenyky, vegetable borscht and salads. Indian restaurants in Kyiv (Namaste India, Sutra), Lviv (Himalaya) and Odesa (Bombay Express) serve proper Indian food. Expect to pay ₹200-500 for a full meal at a local restaurant.

Weather: Winters are cold (down to -10°C in Kyiv), springs are mild, summers warm (25-30°C) and autumns crisp and colourful. Pack layers — the Carpathians are cooler than the cities even in summer. Western Ukraine (Lviv, Carpathians) gets more rainfall than central Ukraine. Emergency numbers: 112 (general emergency), 102 (police), 103 (ambulance).

Frequently Asked Questions

How much does a Ukraine tourist visa cost for Indians?

The e-Visa costs $20 (approximately ₹1,700) for single-entry and $30 (approximately ₹2,550) for double-entry under standard processing. Urgent processing doubles the fee to $40 and $60 respectively. The regular Type C visa costs $85 (approximately ₹7,225) for single-entry and $130 (approximately ₹11,050) for double or multiple entry, with urgent processing at $170 and $260. VFS Global adds a service charge of approximately ₹2,970 for regular visa applications. All fees are non-refundable.

How long does a Ukraine tourist visa take to process?

The e-Visa is processed in 3 business days under standard service, or 1 business day for urgent processing at double the fee. The regular Type C visa takes 10 working days for standard processing, with urgent processing available in 5 working days. Complex cases may take up to 30 working days. Apply 2-3 weeks before travel for the e-Visa, or 4-6 weeks for the regular visa.

Is the visa fee refundable if my application is refused?

No. Both the e-Visa fee and the regular visa fee are non-refundable in all cases, including refusal. The VFS service charge is also non-refundable. This is why thorough preparation before you apply — complete documents, correct information, proper insurance — is the only way to protect your money.

Do I need travel insurance for a Ukraine tourist visa?

Yes — travel medical insurance with a minimum of EUR 30,000 in coverage is mandatory for both the e-Visa and regular visa. Critically, the policy must cover war-related risks, as standard travel insurance policies usually exclude armed conflict. Ukrainian border officers check this at the land crossing. Several providers including Ukrainian insurers and international companies offer war-risk travel insurance.

Can I visit neighbouring countries with a Ukraine tourist visa?

A Ukraine visa does not grant access to any other country. Poland, Romania, Slovakia, Hungary and Moldova each have their own entry requirements. If you plan to visit Poland or Romania before or after Ukraine, you will need a separate Schengen visa for those countries — which is also required for your EU transit anyway. Plan your itineraries and visas accordingly.

What is the minimum bank balance for a Ukraine tourist visa?

Ukraine recommends a minimum balance of USD 2,500 (approximately ₹2,12,500) maintained throughout the 3-month statement period. For a 10-day trip, a stable balance of ₹2-3 lakh over 3-6 months with consistent salary credits is recommended. The financial formula used by Ukrainian authorities calculates the minimum based on the subsistence minimum (3,209 UAH in 2026) multiplied by your days of stay. Sudden large deposits just before applying raise red flags.

Can I apply for a Ukraine e-Visa from India?

Yes — Indian citizens are among the 45 nationalities eligible for the Ukraine e-Visa, which was resumed on 19 February 2025 after a suspension of over two years. Apply at the official portal evisa.mfa.gov.ua — do not use third-party intermediary sites that charge extra fees. The e-Visa is issued as a PDF document which you print and present at the land border crossing along with your passport.

Is Ukraine safe for Indian tourists?

Western and central Ukraine — including Lviv, the Carpathians, Kyiv and Vinnytsia — are generally accessible and functional for tourists, with low violent crime and working infrastructure. The eastern and southern regions near active conflict zones are not recommended. Standard city awareness applies in crowded areas. The Ukrainian people are welcoming to Indian visitors, and several Indian restaurants operate in major cities. Check your government's travel advisory and register with the Embassy of India in Kyiv before travelling. Emergency number: 112.
